how to change screen refresh rate for win7

can someone help me pls...
after upgrading to windows 7, I cant change the screen refresh rate to 60Hz.
it always remain at 59Hz even I change it to 60 and click ok or apply

pls help!!
p/s: I have install the latest graphis driver
laptop: dell studio 15 with ATI Radeon HD 4570 graphic
