maxis bad internet

I am a maxis user since 8 years ago. My house area do not have 3G services. This is not the main point, and i already knew it.
The main problem is, they don't even provide me a GOOD & QUALITY GPRS and EDGE service to me. The speedtest on peak time is just about 1-2kbps DL and 1k+ ping. Do you guys think it is a reasonable speed for a GPRS?
The problem has occured more than few years ago, and getting serious recently(maybe more and more users nowadays), about the last 6-8months.
I am keeping report and complain, and request them to build 3G signal for me, but maxis ignored me.
I seriously angry, mad and disappointed to their services, after more than 10times complaints last year. So i applied another umobile line.
I try to talk nicely with the maxis, asked them to improve my service area. They ignored me again, so this time i am super angry, i said if they are not willing to improve, i ask for partial refund/rebate.
So that, the customer service passed my case to higher management. The reason why i do not switch to other network because i tied with maxis contract and few months remaining.
Today, i received the answer from maxis team. They said i already knew i have no 3G signal in my area. But i was still signing the phone deal with them, it does mean that, i accepted their bad service. They don't refund me even the service is only 1kbps, i have to accept it.
I am really crazy with their answer. I agree with their statement, i accepted there is no 3G for me, but doesn't mean i accept the poor service with 1kbps. It was 40-50kbps before and it was usable, but now is completely unusable. But because i signed the phone deal, i have to accept it.
I already made a report to SKMM. So, in your opinion, beside of SKMM,what can i do to give more trouble to maxis, for their such irresposible attitude?
