Used Car Processing Fee

Hi to all sifu, recently i was looking for a used car and found a Waja year 2005 which is look almost perfect with naked eye.
Doing some checking, the engine part and internal part look acceptable, no weird sound and no weird exhaust smoke, so I ask the salesman to do OTR calculation and this is what i got :

Car price : RM 21,500
Insurance : RM 1,143
P.A : RM 200
Miscellaneous : RM 100
Puspakom inspection B5 : RM 250
Puspakom inspection B7 : RM 250
Runner fees + Agreement fees + Transfer of Ownership fees : RM 1950.

Total OTR : RM 25,393.

So here I would like to ask you guys if the processing fee is TOO MUCH OVERPRICE?
I'm understand if they were trying to make some profit but just wondering whether some of the charges is totally FAKE?
Please advise and share your opinion.
