water heater using 3 gang switch

I thinking of changing my 15 years old switches to new stylish one..my main concern is about my water heater... I replaced other switches before, but never the one with water heater..

This is the switch that I want to replace in my room..The one on the top is for heater, bottoms is for lights..

This is the water heater switch socket in the bathroom that connected to the one in the room. a 13A switch socket.

1) Can I just replace that switch to new 3 gang 16A switch?

2) why the old wireman didnt use 20A switch?

i have a rack for server,

i bought an HP rack server from vendor...

the vendor do not know how to install and put the server in the rack..

question is, how much should I pay hiring other person to do all the job?

the problem is how I can make my system trigger that event without clicking or visiting the page...
i can make it if by triggering through clicking or visiting the page...
so, i want it to do the task automatically
for example, if the date is today or two days after today, the system will send email to subscriber...
any idea/recommendation?

*i'm a student...never run a real web based system...only run the system from my lappy..

database structure for a best staff voting system

i develop this system for my coursework project...

this system will allow all staff to vote any staff in the faculty..

currently i use this structure:

table staff:
staff_id, staf_name

table event:
event_id, start_date, end_date, event_status ----->event_status to determine whether the event is ACTIVE or not...

table vote:
event_id, staff_id, voter_id, marks, comment ----->voter_id is taken from the table staff also, mark is given by a listed criteria using radio button range from 1 to 5...

the problem now is my lecture wants to make to be TWO phases event...the second one is the shortlisted from vote table...
how should i determine the staff to be shortlisted?
how should i restructure my database design?
any suggestion? recommendation?

student matrik number as primary key

as stated in the title, can we use student matrik number as primary key in the the table in database?

the problem is I want to auto-increment it and cannot do that because matrik number is starting with abjad...
any suggestion?

problem with using css

i'm using external css for my web design...
the problem is when I make changes, it does not work...
i'm using it with Netbeans ide..

i created a file style.css, index.jsp..
i make a body class with a background picture in style.css...
the background changed..
but when i remove the body class in that style.css, the background still remain the same..
it changed when i rename the style.css..
why it become like this?

**i'm a beginner...sorry if this question sounds stupid... =)
