All USB devices will reconnect randomly

So i get this issue on the Windows 8.1 (NEWLY Installed, Drivers all updated to latest) where all of the Peripherals connected to the USBs will disconnect for a second. Then reconnect again.

It will all occur simultaneously
i.e. my keyboard (being illuminated) will blink on and off and at that very moment, anything i am typing will also freeze on screen. ALSO at that very moment, my mouse cursor will also freeze. Sometimes i will also hear like a burst of static from my sound device thats connected to the audio jack. Shortly after that ( like a second) it'll resume back to normal again.

Ive sent it into the shop for the technicians to see but after their so called testing of my system for two days they said that there was nothing wrong. They did advise me that it could be my power supply. So i came home to plug everything to my wall plugs instead of my extensions and still the same problem occurs!!

So power supply is not of the issue.

before installing windows 8.1 i was running my pc on a few other OSes ( mac, yes hackintosh and also on Linux) and they both worked fine with no issues. Also when troubleshooting in my BIOS i had none of this reconnecting issues as well.

So hardware might not be the issue as well?

Right not i am in safe Mode and noticed that the keyboard works fine but the mouse still freezes occasionally.

So could it be the driver?

I could really use your help guys. Sorry for the long explanation but i hope i got everything down. This issue has been bugging me for the past two weeks and i cant get any of my work done because of this
