satio cant start with new sim

so i recently converted my maxis prepaid to postpaid family plan. when i change my sim to the new one, my satio couldnt start. after insert pin, then the phone restart back. then i off the PIN request, still couldnt start. i tried other sims, works just fine with my satio. and the new sim works just fine in any other phone i tried. its a maxis 128k 3g sim. and the satio is ori. do anyone know what seems to be the problem?

core speed problem

i bought a new pc recently, but the problem is, the cpu is not functioning at its factory speed!
and because of that, it went lagging when im playing games. even street fighter 4.
when the core speed in the bios is set to default it stills working at 800mhz although it should be working at 3.2ghz.
so i tried setting manually the core clock in the bios to 3.2ghz, but its still functioning at 800mhz. heres the printscreen.
i dunno whats the problem now, either the motherboard,its bios, or anythng
i need some advices on how to solve this problem.
