Splitter and Astro signal problem

I have 2 Astro decoder sharing the building centralised satellite disc. The coaxial cable from the disc reach the 1st decoder upstair then split to another decoder downstair (no slitter used, cables just joined with tape). The signal strength on 1st decoder is around 85 and 2nd decoder is around 58.

Recently I change the 1st decoder upstair to byond decoder but still SD only, the installer also install a splitter and booster to help increase the signal downstair, so the setup is coaxial cable from disc, booster, splitter, cable to 2 decoder. Downstair signal does increase to 71 with this setup.

The problem now is when I power off upstair decoder, downstair signal drop to 41, if I power on upstair decoder, downstair signal back to 71.

Anyone experience this type of problem? How come power on/off a decoder can affect the splitter and booster?
