Employment Bond due to IBBM staff training fund

Any one working in Bank? do you aware of if employee from bank A hired by bank B, bank B will have to contribute 6 months of salary to staff training fund for IBBM. Then Bank B will bond staff for 1 year or staff will have to pay 6 mths salary to the bank, it stated in the offer letter "should your employment result in the bank having to pay the IBBM staff training fund, you will have to bond 1 year or pay back 6 months of your salary..."
However, the notice period stated in the offer letter is 24 hr notice as under probation.

If i'm wish to resign within probation period (i'm in my 4th month) without paying the penalty, can I just resign and don't bother it?
