Insurance premium question

Just want to ask, I bought my car on Jan 2014 and not yet transfer old car NCD.
But I meet with accident on March and claimed my own insurance.
So NCD is still 0%.
Then I only transfer the old NCD to my new car(giving excuse that sold it on end of March).
Before I claim the insurance, the call center do advise me to transfer later in order to enjoy 55% NCD.
But today I call their branch and ask about this, they said the NCD will reset back to 0% and next I can only enjoy 20-25%.
Another agent(my mother's friend) said that I will be getting 38% of NCD.
So, which is right, the call center, the agnt or the branch's statement?
As I need to have a firm answer on this as I'm bringing this case to court.
Any help will be much appreciated, thanks in advance
