Abnormal cold floor tiles

Hi all,

I stay in a new highrise building and notice there are few floor ceramic floor tiles in one of the room always stay abnormally cold even without aircond runnning. Lately the weather getting cooler due to the rainy season I discovered moist condensation on the surface of these tiles as it's so cold...

Anyone experienced same thing? what might caused the abnormal cold tiles? thanks!

[attachmentid=8747301]
[attachmentid=8747305]
