Desktop Computer wont ON

Here's the problem,
I went out for a movie while leaving the computer to download, there was a thunderstorm, and after returning home. The computer was dead.

I try starting it up and nothing even work. Even the PSU's fan isn't turning.
What I know was normally if Mobo or Proccesor is damage, the PSU will at least run. So I suspect the PSU is damaged.
I disconnect every wired and start testing the PSU.
I try starting it up by connecting the green wire with the black wire on the mobo's pin.
And the PSU was succesfully started and the fan ran.
Now I'm not sure where the problem is? I haven't check the voltage of the Power supplied for the Mobo.

So now there is a few possibility
1)PSU Problem
Burn by the thunderstorm, and damaged
2)Mobo Problem
Burn by the thunderstorn and totally fried it.

I really hope it isn't the Mobo problem, as it going to cost a lot to replace it

C2D overheated?

So this what happen,
I move my CPU to another location, and plugged everything in..
Then I start it up and when get myself a cup of coffee.
when I came back, the monitor shows that it doesn't have connection, so I tried to reconnect the DVI wire.
only after 5 minutes, I notice one of my PSU's wire got stuck in the Processor's FAN
it totally stuck the fan, and the fan isn't moving at all.
I quickly turn the computer off and remove that stuck wire.
And after that....the computer won't boot up.

I try removing everything...still not working(HDD,GC,DVD)
I try restarting the bios, not working neither.
I try removing the RAM, the motherboard still beep, so I think MOBO still working.

So, I'm pretty sure is the processor thats burn up.
But, I remember that C2D got safety limit to prevent overheat.
I haven't try totally reassamble it, because I cannot find my thermal solution.

So can anyone give some advice? faulty MOBO or Processor?

Overheat GPU cause the computer cannot start

well....i sometimes cannot start my computer, for unkown reason and it mostly at random times....
i was using dual screen( extended desktop) for graphic designing and opening both Photoshop and Illustrator at the same time.
that time both are runing smooth and no problem for 6 hours...then
i close everything, and close the oher screen and want to play my unfinished supreme commander,
and the whole screen went freaky, there were black pixel in the screen, and like keep on refreshing, and changing places.
(no pic, forgot to take one)
this already the second time like this, last time restart then ok..
so, i just shut the pc down....
then i suddenly remember i forgot to print the graphic, so i restarted my pc...
and the pc stop working
the fan spinning, the hard disk running, just the mobo wont boot...
i follow standard protocol, i plug out the hard disk, dvd, and everything not needed....
still cannot start...
so i suspect the GPU got problem, so i open it up, clean a bit the connecters on the bottom, and the heat sink, then after reinsert it works!!!
the computer works!!!
i open the benchmark tool to test temp for all component and the GPU was at 47C ( is this normal????)

i belive the GPU make my computer unable to boot.

i blow up a lot of MOBO, so i know if mobo problem, it wont let me boot up so easy again ( till now 4 time boot all no problem)

so my question is do GPU cause the mobo to unable to boot, and i just seldom hear got GPU that make computer unable to start....

i think is the GPU overheat or overstressed

:::My Rig::::

Asus P5PKL
Intel E6750 2.66 GHz
2x2GB 667MHz Ram
Gigabyte 7600GS ( no fan just a heatsink, got a external fan that blow on the heatsink)
320 GB WB Hard disk
1 unkown DVD Burner
1 AVF FAKE PSU (it write 450W but true 250W maybe?)

Different Between PCI-E 2.0 and PCI-E 1.0?

well..
i want to upgrade my computer's GPU..
this is the current spec.

Asus P5PKL
Intel C2D e6750
Nvidia 7600 GS
4 GB DDR2 667 ram

i want to change to Nvidia 9600GT or 9800GT ( havent think about the brand yet)
i do some research on the internet..and found out they use PCI-E 2.0
which sadly my motherboard is PCI-E 1.0

They say they have backward compatibility, but the different is 2.5gb/s
what i found out::
PCI-E : 2.5GB/S
PCI-E 2.0 : 5GB/s

so,

i want to ask, how will it effect the quality and the output graphic and do i need to change the motherboard???
best if got statistic

thank you
