Help needed for Toshiba Laptop

Hey guys, i'm having problems with my toshiba satellite m200 laptop. My laptop cannot be turn on now. Every time i press the power button, the power led will turn on for a while (maybe 1 to 2 seconds) and then the whole laptop will stop responding. The screen was not lighten up at all for all the time, the optical drive is also not giving any response. Is it problem with the hard disk, motherboard, or power supply? Your help is much appreciated. Thanks.

Can someone suggest me a nice and efficient low profile cpu cooler? Low profile and silent operation is a must for me as it is for my htpc casing, my casing can't accomodate those tower coolers. My budget is around 100 to 150, may i know which is the best cooler that i can get with this budget? Thanks.

Decent rig needed

Hello everyone, need some help in building a new rig. It'll only be used for normal usage, such as using ms office, maybe some photoshop, and of course online and watching movies. I won't be needing a graphic card and casing as i'm planning to use back my current one. My budget is about 2k - 2.5k including monitor, i'll just need a rig that can serve the above purposes well, if my budget allows, i would like to go for the Samsung xl2370 or hp 2509p. Thanks.
