Authorised Translator needed

Any authorised translators here? I need to translate birth certificates (Malay to English) )for my overseas employment purpose. My company told us to find an authorised translator or lawyer firm to do it for us.

I did google and got a few quotations from the translation companies.
They are quoting me RM350 for 3 pieces of birth certificates, one quoted me RM90 per piece, or RM160 per piece.
I mean they are really over my budget and I couldn't afford it...

If you have any friend who is a certified translator, please let me know. Million thanks!

Details of the complaint :

Buyers or sellers who have traded with me here would know that I am not a frustrated people on purchasing online. I believe I am patient enough and understanding. But this time dealing did fed me up.

Bought a Pre-loved Etude House Tear Drop Liner from her.

Make payment on 14/03/12

But I requested to post later because I was outstation and I didn't have a fix address yet. So I requested to post to me once I get back home so that I could provide a valid shipping address.

But I was totally forgotten about my purchase from her! (Note: She never bother to PM me too) Okay, I don't blame on this maybe she is waiting for me to tell her my address.

Till 27/03/12, I remembered I have an paid order that I not yet provide my shipping address to the seller! So I immediately PM her asking if she can ship out the next day, she said Yes, she can. So I provide her my shipping address! ^^

So she promised will inform me once she posted out the next day.

Between, she said that eyeliner bottle can squeeze into Pos Ekspress envelope. As I am also a seller, so I know that how strict Pos Malaysia nowadays returning the pos ekspress envelope if it's too bulky. So I didn't want her to get into trouble by going back to the post office again and change the shipping packaging again. So she said she can free Registered Post. We both agreed.

I always ask for tracking number on each time i ordered stuff online, because I need to arrange someone at home to receive the item from postman.

(29/3/12) After 2 days , I PM-ed asking for tracking number, as I remember registered post has a tracking number and need recipient signature upon receiving? (correct me if I am wrong). But she didn't reply my PM.

(1/4/12) I PM-ed again, she didn't reply as well.
I am a seller too and I won't straight away posting on the thread if something happened. Will only send PM first to solve it so that it won't influence the reputation of the seller.

(5/4/12) I stared to post on her thread. I need my tracking number as she promised to provide once posted my item. She didn't reply.

(15/4/12) Again I posted on her thread, asking for the same thing--> My tracking number...Or just a single word from her. She didn't reply.

By the way, she came online (shown on her profile last active time). But I didn't get any PM from her too! I was quite upset why she didn't even bother to give me a reason why she is disappeared...

I believe I am too patient and too kind or what...

(13/5/12) Asking on her thread anyone purchased from her before might has her contact. Well, I still thinking maybe she is unable to get online here....

(28/5/12) Asking and begging again... no response still.

I noticed her profile that SHE CAME ONLINE AGAIN...but never want to give me a single word! I was real angry at that time. I know it is only RM20 deal. But hey it's money too right?

I posted on her thread, telling her if I still have no response from her, I will bring this topic to Trade Zone Helpdesk & Dispute Resolution Corner. I believe I am patient enough to wait for your reply from 28th March until today 2nd June.

I actually think I found her Facebook account. I did send a message asking if she is "hyee" on lowyat. She has no respone too. I asked twice. Also send message to her Facebook, pasted her thread link there, telling her I will bring this topic to Trade Zone Helpdesk & Dispute Resolution Corner.
I believe if she is not "hyee", she will immediately reply my message tell me that I found the wrong person right? But no respond while she still updating her Facebook. And after I send message to her Facebook, that's the time she came online here in lowyat....(coincidence or what)

Well, I cannot 100% sure that Facebook account is her (hyee) So I know I have no right or I cannot publish her Facebook here....

I have read the news today. Online store will be charged in court for not registering their business with the Companies Commission of Malaysia (SSM).
The deputy of domestic trade said, individuals or companies conducting online business were not exempted from registering themselves to prevent fraud.

My doubts here are:

What kind of e-business is entitled to this regulation?
Do we need to register ourself if :-

1. If we only conduct the e-business on a platform such as forum.
2. If we conduct business on forums and do have a blog-store in such as blogspot.com, etc.
3. If we're not a long-term seller, just sell something new/used from our own collection.
For example:
: Selling new/used cosmetics/clothes/hardware,etc that we bought and feel like letting go to earn some cash off it.
: Got a FREE cosmetic hamper set and sell it to earn some cash since it's not suitable for own use.

Since she said INDIVIDUALS/ COMPANIES that involved in money earning activities.
I personally feel that's too wide and not really a condition-specific regulation.

I am a online seller and will surely register myself if I am under the regulation of Registration of Businesses Act 1956.
But before this I wish to ask for opinion from members here since there're many involved in the e-business conditions that I mentioned above.

Could anyone here help to clear my doubts? I'd be very much appreciated!!
