Housing Loan Recovery Account

Anyone have this problem?

My sister-in-law scenario:
1. Bought a house for 20k bought on 1997 (loan period 25yrs). Monthly payment RM176.
2. Have an issue with payment for 1 year (1999-2000). House went to auction sessions but no buyer.
3. Have signed for restructure program with bank. Monthly repayment increased to RM260. This account is known as "recovery account".
4. Have been paying since 2001 with RM260 (no miss payments).
5. Still paying until now (September 2014) with the amount of RM260.
6. She wanted to make refinance with other banks. This bank cannot produce the latest bank statement for some reason.
7. When she called the bank asking for the total amount to date, the banker mentioned that she still owes the back 35k.
8. From the amortized table that I've download from the internet, the total debt to date should be around 15k.

Can any sifu recommend what should my sister-in-law do in order to get the latest banking statement and whether the latest debt balance is correct?
Is a "recovery account" even exist?
