Water seepage - Need advice

I stay in a double storey house that is more than 20 year-old. There is water seepage from the 1st floor slab and wall, causing bubbling of paint on walls and soffit of 1st floor slab. I suspect this is due to leakages of water pipes concealed in the concrete.

How is the problem usually rectified?

Thanks

Vendor didn't repair roof leakage as promised

I am buying a sub-sale house and the vendor agreed to repair the roof leakage before handing over the house.

In case the vendor did not fulfill his promise of getting the roof leakage problem fixed, what recourse can the buyer take?

It is captured in appendix of the S&P agreement that the vendor will repair the roof leakage.

Any suggestions on how buyer protects his interest in this matter?

Thanks a lot...
