E8400 Overheating?

The title described its all...

60c idle, 80c load when using Intel E8400 with stock heatsink fan. (No oc, running @ stock speed)
Thermal paste has been apply, fan clip had installed correctly...

Wats the cause of it ???

Im thinking of build a 'AMD Phenom II Setup' within a budget of 2k (Max)
without a lcd, casing, dvd-dw n hard disk
Currently this is what i set in my mind.
So, this is how it goes:

Proc: AMD Phenom II x4 955BE - RM580
Mobo: ASUS M4A785TD-V EVO - RM374
Ram: Corsair 2x2GB 1600C9 CL9 D3 - 499
GPU: HIS 4850 I FAN 512 D3 256 - 349
PSU: Xigmatek 500w - 239

= RM2041

Sifus2.. Pls recommend me or suggest me other setup? So i can save-up my money a bit (1.5k-1.8k ker)
