DCT algorithm in Vb.net

Hello there, I am now doing a project called image compressor. which will be able to upload an image and compress and decompress the image by using lossy compression method.

I am now stucked at the part where my DCT and iDCT able to work; but it is very very slow. It takes almost 20 minutes to compress a 400 x 250 image.and most of the time when it compresses until 70% of it, the program will stop responding; especially when i click anywhere of the interface.

Therefore, could anyone point out to me where the problem normally will be? I am willing to provide some sample of my code + description if it ever needed.
