WIFI-ing with Win7 64bit

I got other lappy (Dell 1555 Studio) with Win7 64bit OS. When i connected to certain WIFI hotspot....it's seem the webpage fails to load (either using IE, Firefox and Google Chrome). But when i torrent-ing, the data flow did happen
When i refer to few people in same place who did connect to same Access Point or Router (They using 32bit OS either Win7, Vista or XP), it was fine to them and they can browse the internet normal.

What did i miss here?

i'm not sure if i mess up with my network setting but when i connected to public wireless it's indicated like below

as far i know IPv6 use 128bit web address, does it mean my setting cannot access those kind of web??
that's from hotel i was stayed when i was on outstation which i can download torrent but cannot browse webpage
By the way, i'm using Win 7 64bit Home Premium version
Note : i erase the hotel's name (SSID indication )

Adopting a Child.....

This is my friend story. She was crying while telling the story to me..........

She got an aunt who married with a guy (the guy is also a malaysian citizen) that has a wife and that made her the 2nd wife. They were married in Indonesia (not in Malaysia) and have a son.
The problem was the child did not have any ID documents and that child already reach 6 years old and cannot register for primary school because of no proper ID document. She didnt mention it to me if the boy was born in Indonesia or Malaysia (Later on i might update this) but she want to adopt her aunt child in order to get proper education in Malaysia since the boy already 6 year old this year.

She not quite sure why the child's father did not register his son in legal procedure where the child should have birth certificate. But she mention that her aunt's family were in turmoil where her aunt didnt get even a penny for her husband or he didnt care about her aunt and his son. Perhaps her husband didnt want to spare his fortune to his 2nd wife. I didnt ask about it coz it might hurt my friend's feeling. So, the bottom line of this, she want to adopt her aunt's son in order to get proper document and register the boy to school.

From what i know, she might facing difficulty to even adopt the child in legal procedure or even to get proper document for the boy.
I'm not familiar with child adoption procedure like this situation in Malaysia. Perhaps some1 here could share his/her knowledge about this.
