What type of car insurance requires victim to pay?

I got into an accident where i was rear ended. Everything was settled with a runner with proper police report. I took the car back as it is still drivable while waiting for repairer to order parts. Few days later I received this requesting me to pay. I thought all accidents are covered by person at fault's insurance? Is this normal?
