Sign Up Job Offer then Withdraw, Any Liability?

I am sure some of you may have experience retracting new job offer that already signed up because of reasons such as found a better job or got counter-offered by existing company. I am sure by doing that it won't be good or fair to the hiring company, but sometimes it leaves you no choice but have to grab the better opportunity that has presented by itself.

By doing that will there be any legal liability to be bear by employee?

And to those hiring company, from unbiased standpoint what will you think of the act of this employee ?

Details of the complaint :

This guy - KiKoWaY85, agreed to sell the PS3 Game - Heavenly Sword to me at RM80 and provided bank account # detail (Cimb 121-3000-1818-200), after paid via maybank2u on late 31Mar that he told me money not yet in on 1/April, I provided all transaction detail and asked him to check again later and let me know. From that time onwards, no feedback at all on the PM(even he has shown up online couple times). Luckily I found his handphone # in his post and SMS him first, but no reply from him. Then I started to call him, it is either couldn't get through or not answering.

For many reason I believe KiKoWaY85 is a genuine Con Man :

1) Not replying PM even show up online many times after receiving my money - No excuse for not online or busy

2) Ignore SMS, Not answering call - it is self explanatory.
