window live messenger error 8100030d

hi guys, somehow im unable to sign in my window live messenger, it keeps showing the error msg :
"signing in to window live messenger failed because the service is temporarily unavailable. error code : 8100030d"

The weird thing is, with the same pc, i was able to sign with my brother's account, and i can sign my account with the oldest version of window messenger ( included when install os, not allow nudge or file sharing tat version x.x). So i think this is neither problem of my msn account, nor my pc.

Note that my window live messenger is the latest version, im using avast antivirus, and i have turned off the firewall.

I did searched online for the solution and i learned that the problem can be solved by deleting the "window live contact folder" which located in C:\Documents and Settings\<Windows logon name>\Local Settings\Application Data\Microsoft) . After deleted, it allowed me to sign in FOR A FEW SECONDS, and then disconnected automatically. When im trying to reconnect it appears the same error message again.

i had did whatever i can ( reinstall the wlm, restart pc, restart modem...) but nothing seemed to solve my problem and it had become a persistent error for me. Thing that freak me out is the fact that other account can sign in easily with my window live messenger , and i can sign in my account easily only with the goddamn oldest version of messenger in the same pc.

I knew there are many pros here...please help me, this problem is driving me nuts...and i am wondering is there any1 else encounter the same problem with me?

Hi guys, im graduates from tarc diploma in business admin and i'm pursuing my BA(hons) business management in Segi. I have a few questions regarding the university that link with the said program that i'm taking i.e University of Sunderland, and also about ICSA. Please advise me on the following questions as i had already spent whole day sitting in front of computer searching for useful info and advises
( i did used the search engine in forum but still not manage to clarify my questions >.< i think i need some personal advises from u guys here )

1. Izzit a great decision for me to take part in Segi College? I heard numerous bad things about the college. However IMO it doesn't really matter because im thinking that i am only "borrow" the campus for the degree program of U.o.Sunderland right..? What really matters is about the university right? So is the university a good university in term of business school?

2. The degree program is only 10 month ...somehow im kinda scared Is there any same program graduates here could advise me the "reliability" of this program? im kinda scaring i will be unemployed in the future...>.<

3.Is there any differences between a bachelor degree and ICSA? If i obtain both, is there any significant advantage over those who does not have ICSA? And izzit necessary for me to do that? Cuz i am thinking to enroll after my degree program but im not quite sure izzit a waste of time and money

4. After i finish the said degree program, how can i take part in ICSA? Is there any papers being exempted? can i jump directly to part 2 of ICSA?

I am sorry for the long questions...im completely lost
