When should an employee receive his final paycheck

Let's say an employee's official last day is on 30th September but the company has yet to settle the final paycheck up till today.

I've checked the Malaysian labour law and there is a line that clearly states that any payment has to be settled on the last official day itself. What actions can be taken at this point?
