Need Help choosing Proc and Mobo

Hello there guys, my friend wants to upgrade his proc and mobo and i was wondering if anyone could offer me some advice as to go i3, or opt for maybe a dual / quad 775. His budget is around 700-ish although a bit overbudget is acceptable. He still has 2x2 Gb's of Kingston DDR2 800 from his old rig and so that's why i want to ask if 775 is still worth getting.

His pc is mainly used for online streaming, some light torrenting and light gaming. Games like DotA, HoN, L4D2, COD4 bla bla bla

His current specs are :

Proc : Intel Pentium D 830
Mobo: Asus P5k- E Wifi Ed.
Ram : 2X2 Gb Kingston DDR2 800
PSU : Gigabyte Superb 460
GPU: Asus 8600 GT
HDD : 300GB WD Caviar Blue (not very sure on this one )

THanks if anyone can offer some advice

Help! My PC won't POST

Hello there guys, my pc has been having this problem on and off where it doesn't always post. Most of the times after leaving it idle overnight when it doesn't post it magically happens to be able to again the next day. As of yesterday when i switch on the pc, there is no post, no beep, but the fans on the casing and the HSF all are spinning.

I get the overclocking failed warning but i have never touched any of the settings on this pc. On some reboots, it also says "error cpu over temperature" and when i check in the BIOS it shows that my proc is at 99C.

What is the problem with my pc? My specs are:
Proc : Intel Pentium D 630
Mobo: Asus P5k - E Wifi Ed.
Ram : 2 X 2 Gb Kingston value DDR2 800
HDD : 1 X 360GB caviar blue
PSU : came with the casing, 250w RAMBO PSU.
