UK student visa

http://www.thestar.com.my/news/story.asp?f...1471&sec=nation

KUALA LUMPUR: Britain’s new points-based visa system for foreign students got off to a nervous start for Malaysians, with many ap pli cations rejected due to “glitches” on the part of British universities.

The cause was traced to the universities not adhering to tedious policy requirements under the UK Border Agency’s student tier (Tier 4) of the points-based system en forced from March 31.

There are 49 policy requirements under the student tier, with universities having now to list everything from total course fee to course du ration.

British High Commissioner Boyd McCleary described the early stages of the student tier implementation here as “teething”.

“This is a new system and some of our universities weren’t used to it. At the start, the universities didn’t actually get everything right although we told them what we wanted.

“Frankly, we were rejecting too many (visa) letters (issued by the universities to students) on technical grounds,’’ he said yesterday.

Under the system, foreign students have to pass an online points-based assessment (www.ukba.homeoffice.gov.uk/studyingintheuk) and need 40 points to qualify for a general student visa.

Thirty points are awarded if a letter of acceptance is issued by a British institution registered with the agency and 10 points if the student shows proof of enough funds to support the course fee and living expenses for the first year.

When it was first introduced, the new Tier 4 visa system was touted by British authorities to be “much simpler, more straightforward and transparent”.

McCleary said since the early setback, the rejection rate for the student visas here had dropped to a single digit-level from the 25% to 30% weekly rate previously.

“This is because the universities have begun to comply with the requirements. The high commission, on its part, is also trying to interpret the rules as flexibly as it can.

“If it is just a minor issue, we make a phone call to sort things out. We don’t want to turn away genuine students,’’ he said, adding that he had just sent off another “reminder letter” to several British universities to comply with the new visa system.

He said a student could request for an administrative review if an application was rejected, adding that the reviews would be handled by the British High Commission’s visa unit in Bangkok.

The high commission here, which received about 6,000 applications from Malaysians to study in Britain last year, has beefed up its visa unit with more staff as the peak August-September application period approaches.

McCleary also said the UK Border Agency had eased certain student visa policies from June.

They include proof of availability of funds, content of loan letters, higher maintenance requirements in London only applying to those who study in inner London, and allowing those applying to study A-Levels in Britain to make visa applications based on a conditional offer from their education provider while they await their GCSE results.

Maths & Science back to Bahasa ,mother toungue

http://thestar.com.my/news/story.asp?file=...4354&sec=nation

KUALA LUMPUR: The Cabinet has decided that the medium of instruction for Maths and Science will revert to Bahasa Malaysia in national schools and mother-tongue languages in national-type schools from 2012 onwards.

The reversal of the Teaching of Math and Science in English (PPSMI) policy will be done in stages, Deputy Prime Minister Tan Sri Muhyiddin Yassin said on Wednesday.

He however added that there will be greater emphasis on learning the English language.

English literature will be re-introduced, as will subjects on grammar and composition.

Beginning 2012, students in Year One and Year Four in primary schools, and Form One and Form Four in secondary schools, will learn Math and Science in Bahasa Malaysia.

The change will not affect those in Form Six and Matriculation.

The two subjects will be taught in two languages until 2014 for other students, he said.

“The gap between rural and urban students has widened since PPSMI started.

“Only 19.2% of secondary teachers and 9.96% of primary teachers were sufficiently proficient in English,” he said, explaining the Government’s decision to revert to the old system.

On efforts to emphasise the learning of English, the number of English teachers would be increased by 13,933 -- retirees would be hired, as well as foreigners if need be.

Primary schools will also increase English classes by 90 minutes a week.

There have been calls from various groups for the policy to revert to before 2003, when the subjects were taught in Bahasa Malaysia in national schools, and either in Chinese or Tamil in national-type schools.

The issue has seen a rare alliance between Malay and Chinese educationists, who are against the switch, although there are also calls by many parents and entrepreneurs for English to be maintained.

10 things to do BEFORE you go study abroad

There are many things that a student need to prepare before leaving to study, be it locally or internationally. The first that he/she need to prepare are preparing mentally. A student life is not the same being away from home, staying in campus with a group of like minded friends and being independent, not to forget exploring new culture, language and customs.

At this point you have made your important choice, the choice that will determine your future career and prospects. Before you depart, there are many things that you need to prepare

1, Passport – your passport is almost your everything, is an identity. To apply for passport, you need to go personally to immigration with original documents such as identity card, birth certificate and 2 photographs. If you are Malaysian and below 21 students, you can get 50% concession provided you provide proof of university admission

2. Visa- visa is official stamp or permit allowing you to travel to a foreign country for a purpose. Visas are usually stamp of your passport. You need to obtain student visa from embassy the country you are going at your home country. Different countries have different requirements and formality. Do apply early as it might take around 3 days minimum to 2 months to get one. Generally Student needs to show proof of the following in order to process for their student visa application:

Letter of acceptance from respective university/college
Academic results ( SPM. STPM. Degree)
English proficiency( IELTS or TOEFL)
Flight confirmation
Proof of sponsorship or money
Medical Check
Character clearance or police check or letter of good conduct for Malayisans.
3. Student Card – Do remember to apply for ISIC (International Student Identity Card) , you can get from student travel tour agent. A student card can get you lots of discounts and concession price when you are oversea or in home country

4. Youth Hostel Card – The Youth Hostel movement is the largest, most experienced and effective dedicated uniquely to the needs of the young traveller around the world. The card can get your discounts at YHA worldwide. More information can get from www.hihostels.com

5. Baggage – you baggage allowance is always stated on your ticket. If you exceed your baggage allowance, excess baggage fees are charged and they can be very expensive. Do carry on what you need and you can get rest of the thing later. Remember to limit yourself to just one piece of hand luggage as this is the rule that is being enforced by most airlines and airports for your safety and that of other passenger. Do not forget to label your baggage.

6. What to pack ? – Life on campus is usually very casual and informal, usually T-shirts and jeans worn. You might need extra jackets for the winter. A few IMPORTANT things are

Medicine
Basic cooking
Basic first aid
Basic sewing
Calculator + basic stationary
Photocpy of all your improtant documents including passport and ID card. Make 2 sets and keep on in hand luggage and the one one in your luggage.
Do bring your national costume as there is always International Student Day.
7. Health- Most embassies insist on medical clearance when you apply for a student visa. Ensure also that you go for DENTAL care before you leave the country as it could get very pricy overseas. Most countries require you to have a medical insurance before you leave. And it is really important to have one.

8. Travel insurance- this is to cover the unexpected incidents during your travels, such as theft and flight delay or cancelations. I strong suggest those who are going to study in Europe to get one. Be prepared for the unexpected, get an insurance cover.

9. Accommodation- Do remember to secure an accommodation before you leave the country, the university should be able to help you. Do not go through any website to find a room, most likely they are scams.

10. Money- Do not carry to much cash, money can come in a few forms

Bank Draft- in your name at a specific bank. Please ensure that your name is correctly spelt as in your passport.
Travellers Cheque- can be purchase in different currencies, there are accepted by shops, banks, universities and it is as good as cash. If you lose your cheque, the bank will issue you replacement (conditions apply
Credit card
Debit card
