What is the penalty if caught at SG?

May i know wat is the penalty if you got caught downloading copyright material using torrent at Singapore? Any1 know? Is Malaysia also have this kind of law?

I got old athlonxp2200+ which die yesterday. (no POST)
Today i got a old mobo&cpu (sempron) from a friend. He mention he tested and it was running.
After i try replace the mobo(tried his and mine cpu)... there's also no POST after i switch it on.
I tried strip it till one stick of ram connected to it and still no POST.
Then i tried change another stick of ram...no post as well.
Changed few agp cards -- no post.
Changed psu -- no post.
Also did Reset CMOS jumper.

FYI , no post means nothing shown on monitor and no beep, but all fans are running.
now the only thing left is that bloody battery (my friend mobo dun have battery).... could it be the battery cause it no POST??

proxycap help

I tried install proxy cap but it seems being blocked by something coz i can't get it connect to the proxy.
I entered a working proxy and make a rule eg: firefox to use the proxy tunneling but there's no respond. I already made an entry on windows firewall exception for proxycap.exe but still same. Anyone can enlighten me?
