JPJ VLT meter been tempered?

Dear car owners and lowyat forumers,

Please be a judge for yourself in this case scenario. Back in somewhere in November 2013 (Sorry for keeping this image for sooooo long and didn't share), my Toyota Vios had been stop by JPJ and the officer use their VLT meter on my Huper Optik tint. It's show that my car tint are above the permitted VLT (70% front/rear and 50% side). They issue saman and require me to JPJ inspection.

On 19/11/2013 I brought my car to the JPJ inspection centre in Wangsa Maju. After my precious Huper Optik tint been forcefully torn down...this photos and result came to my surprise.

All the photos shown even after the tints been removed, the VLT meter still show 75% and 76%. Now...this really pissed me off. If this is the result of after tints been removed, meaning is either their VLT meter had been tempered in order to caused millions of car users pay them duit kopi or undergoing this unfair VLT inspection test in JPJ.

Please spread this info to FB, Car Forum and everywhere you see deems fit.
