Sometimes we can see in newspaper, off duty police have guns.. How come? Aren't they suppose to keep them in the police station?

Hey all,

I am wondering, what would be the latest anime around? Something which got to do with fighting and like sword stuff.. Samurai Champloo seems nice... others like bleach, naruto still catching up with the latest episode... Mind to share what you think I should be watching next? haha...

Nice graphics will do great... I just finish wathcing the old anime... Called Kenichi... Funny though.. haha

just wondering.... is it a need to wear seat belt in a residential/ housing area? i mean, if u were to drive to a neighbors place which is few blocks away...and u decide to drive to his/ her house. and suddenly the police ronda-ronda and saw that. can he issue a summon?
