It is one of the best-known spelling mantras in the English language.

But now primary schools are being told to stop teaching the 'i before e except after c' rule - because it is 'too confusing'.

Official guidance says the rhyme is 'not worth teaching' because there are too many exceptions to the rule it describes.

Hard lesson: The spelling mantra has too many exceptions on top of 'except after c' - such as 'beige' and 'protein'

The 124-page Government guidelines offer a wealth of ideas for teaching the 'rich' English spelling system.

These include 'jokes' such as: 'How many socks in a pair? None, because you eat a pear.'

Youngsters will also be asked to analyse TV listings for compound words such as 'everyone' and 'goalkeeper'.

But more controversially, the Support for Spelling document makes clear that 'the "i before e except after c" rule is not worth teaching'.

It adds: 'It applies only to words in which the "ie" or "ei" stands for a clear "ee" sound and unless this is known, words such as " sufficient", "veil" and "their" look like exceptions.'

However, even if youngsters are made aware that the rule applies only where an 'ee' sound is made, there are still exceptions.

Words where 'i' does not come before 'e' - even though there is no 'c' - include 'heinous', 'protein' and 'seize'.

In the word 'species' the rule also breaks down - but for the opposite reason.

Nevertheless, grammarian Judy Parkinson argued yesterday that the rule should not be dropped altogether, but instead taught with a discussion of its limitations.

'It's easy to remember and it obviously struck a chord,' she told the Times Educational Supplement.

'There are words that it doesn't fit, but I think teachers could always get a discussion going about the peculiarities of the English language, and have fun with it. That's the best way to learn.'

Dr Bernard Lamb, president of the Queen's English Society, added that it would be better to teach a fuller version of the rule: 'i before e except after c - if the vowel sound rhymes with bee'.

'That takes care of almost all the exceptions,' he said.

'The full rule should be taught - it is very helpful. I certainly was taught it when I was at primary school, and I'm now 67.'

The guidance, issued by the Government's literacy strategy for children aged from six to 11, was welcomed by campaigners who want spelling to be simplified.

Masha Bell, author of Understanding English Spelling, said: 'Children are having to fill their heads with this rubbish - because spelling is rubbish.

'Personally, I think the spelling system should be reformed.'

Katanya, keadaan dalam pusat ketika itu agak kecoh dan tegang dengan beberapa buah bangunan terbakar manakala beberapa petugas kakitangan dan warden cuba menyelamatkan diri dengan keluar dari pusat berkenaan.

Ali yang tinggal kira-kira 500 meter dari tempat kejadian, berkata jentera bomba dan penyelamat yang tiba kira-kira jam 6.30 petang turut dihalang daripada memasuki Pusat Serenti berkenaan apabila kebanyakan penghuni bertindak kasar menghalang dengan besi dan kayu.

Tinjauan Harian Metro mendapati, terdapat kira-kira lima blok bangunan terbakar menyebabkan beberapa laluan menuju Pusat Serenti yang menempatkan kira-kira 500 pelatih ditutup manakala lebih 10 jentera bomba tiba untuk memadamkan kebakaran.

Bagaimanapun, kira-kira jam 9 malam beberapa trak Unit Simpanan Persekutuan (FRU) tiba dengan berkawal di luar Pusat Serenti yang penuh sesak orang ramai yang mahu melihat kejadian berkenaan.

Sebuah traktor pembajak sawah yang digunakan untuk tujuan pertanian dalam pusat berkenaan turut terbakar dipercayai dilakukan perusuh terbabit.

Sementara itu, Ketua Polis Pulau Pinang, Datuk Ayub Yaakub, berkata polis menerima maklumat kejadian itu kira-kira jam 6.40 petang dan sebaik tiba mendapati lima blok bangunan dalam pusat itu sudah terbakar.

Beliau berkata, perusuh bertindak agresif menggunakan kayu dan besi menghalang anggota bomba serta polis memasuki kawasan berkenaan.

“Namun, selepas mengadakan beberapa rundingan, anggota bomba dibenarkan memasuki kawasan dan berjaya mengawal kebakaran kira-kira jam 9 malam.

“Polis menubuhkan pasukan untuk mengadakan rundingan dengan perusuh terbabit yang dianggarkan 100 orang kira-kira jam 10 malam,” katanya.

Jailed: Chris Lister faces 11 months behind bars for a string of car and theft crimes, despite pleas to the judge that he will be bullied over his height

A 7ft 4in criminal begged a judge not to send him to jail - because he is too tall.

Christopher Lister said he feared being bullied over his height by other prisoners.

The 21-year-old, who is registered disabled, also suffers from back pain without a bed and doorways tailored to his frame.

But his pleas were in vain and he was jailed for 11 months for a string of vehicle-related offences.

Richard Wright, representing him, told the court that prison would be difficult for Lister 'not just because of his health, which is linked to his size, but you know the type of environment that exists in prison and you know that those who stand out are prone to bullying and intimidation.

'There is a real concern for him in that regard.'

Leeds Crown Court heard that on November 26 last year Lister provided a stolen van which was used in a house burglary in the Armley area of the city.

Peter Moulson, prosecuting, said a £1,800 television was stolen and loaded into the rear of the Citroen van but the vehicle got stuck outside the premises and could not be moved.

An eyewitness saw Lister and others running off and the stolen property was recovered.

Lister was arrested and bailed with a curfew while inquiries were made. But in April this year he committed two offences of interfering with motor vehicles.

One was a write-off because of the damage caused.

Lister admitted handling a stolen van, burglary, driving while disqualified and with no insurance, and two charges of interfering with vehicles.

He also admitted being in breach of a suspended six-month sentence, again for dangerous driving and driving while disqualified, when he was involved in a police chase last June at speeds of up to 100mph which ended in a collision with the police car.

Jailing Lister on Wednesday, Recorder Paul Miller said: 'Your unhealthy obsession with motor vehicles has led you to a bad position today.

'It is clear not all your problems are of your own making but you are an adult now and responsible for your actions. I hope this is a turning point for you.'

Lister, who is just three inches shorter than Britain's tallest man, described his difficulties in a TV documentary two years ago.

His parents Anita and Dave spent more than £20,000 adapting their Leeds home for him, opening doorways to the ceiling, and spending more than £1,000 on a special 7ft 6in bed.

He had hoped to train as a mechanic but found he could not work under vehicles, while his growth left him with constant back pain as his spine elongated.

“Anyone caught in possession of the DVD, be it retailers or customers, will be charged under Section 292 of the Penal Code for possession and distribution of the DVD, which carries a maximum three-year jail term or a fine, or both,” he warned.

Mangsa yang bersetuju kemudian diminta memasukkan wang dalam akaun bank diberi wanita berkenaan dan perlu menunggu antara dua hingga tiga minggu untuk proses penghantaran produk dipesan.

Bagaimanapun, sejurus memperoleh wang mangsa, wanita penipu terbabit terus menghilangkan diri dan gagal dikesan.

Perbuatan itu didedahkan 11 mangsa Kucing Comel ketika ditemui di Biro Pengaduan Awam MCA di sini, semalam.

Seorang daripada mereka, Cheong Wai Loon, 29, berkata dia mengenali wanita itu ketika menyertai forum berkenaan di laman web www.jbtalks.cc (JB forum) pada 4 Mei lalu.

“Pada waktu itu, saya bersetuju membeli barangan kosmetik ditawarkan Kucing Comel kerana mahu menghadiahkan kepada kekasih saya selain tertarik dengan harganya yang agak murah.

“Wanita itu meminta saya memasukkan wang RM2,600 ke akaun bank diberi dan memberitahu barangan terbabit akan diperoleh dalam masa dua atau tiga minggu,” katanya.

Menurut Cheong yang juga jurujual, selepas puas menunggu, barangan yang dijanjikan tidak sampai ke rumahnya lalu segera membuat laporan di Balai Polis Wangsa Maju untuk tindakan lanjut.

Sementara itu, Ketua Biro Aduan MCA, Datuk Michael Chong, berkata pihaknya akan mengumpul semua laporan polis dibuat mangsa dan menyerahkannya kepada Jabatan Siasatan Jenayah Komersial Bukit Aman untuk tindakan lanjut.

KuAlA LUMPUR: At least 66 people paid the price for their ignorance when they were cheated of their money after making Internet purchases of skincare products from someone named “Big Pussycat.”

The victims made online transfers amounting to RM73,445.10 for the products which came under names such as “My Beauty” and “My Sherman Beauty” that had been advertised on “Big Pussycat’s.” website

These products included facial and eye masks.

Salesman Chong Wei Lun, 29, made purchases totalling RM2,910 for his girlfriend on May 4 but the products never arrived.

“The price of the items was cheaper than those off the shelf,” he said as he explained why he was lured by the advertisement.

Chong was one of the 11 dissatisfied customers who turned to MCA Public Services and Complaints Department head Datuk Michael Chong to voice their grievance.

At a press conference yesterday, another victim Winnie Tan, 20, said she discovered that she had been ripped off only after her friends told her to do a more thorough check on the advertisement.

She saw website postings warning people that the sale of the skincare line was not genuine.

Michael Chong advised the public, especially young people, to be more cautious when buying goods featured on the Internet, adding that he would submit all the complaints to the police.

Penulis tidak menyangka 2 bulan selepas penulis meletakkan gambar memori mereka bersama, akhirnya mereka memilih jalan untuk berpisah pada Disember 2008. Sila baca sedikit picisan yang diceduk dari berita tersebut.
Disember 2008 menjadi titik noktah kepada hubungan wanita berdarah Melayu-Irish ini dengan jejaka Australia, Amir Andrew Abdullah, 38, selepas tiga tahun mendirikan rumah tangga walaupun beberapa bulan sebelum itu berpisah sementara.

China wants all personal computers sold domestically to come with software that blocks access to online pornography, which it has banned, the main developer of the software said Monday.

The software, called "Green Dam-Youth Escort," targets online porn by preventing computers from accessing sites with pornographic pictures or language, Zhang Chenmin, general manager of Jinhui Computer System Engineering Co., told The Associated Press. Jinhui was compiling a database of the blocked sites.

"According to our surveys, many teenage students have become familiar with Internet pornography and they commonly share the addresses of pornographic Web sites with one another," Zhang said.

The software could also be used to block other kinds of Web sites, depending on keywords, Zhang said. The Chinese government routinely blocks political sites, especially ones it considers socially destabilizing such as sites that challenge the ruling Communist Party, promote democratic reform or advocate independence for Tibet.

Parents can develop their own lists of sites to be added to the database of blacklisted sites, Zhang said.

"If a father doesn't want his son to be exposed to content related to basketball or drugs, he can block all Web sites related to those things," Zhang said, adding that conversely, users also could unblock Web sites that appear in the database.

Zhang said his company signed a 21 million yuan ($3 million) contract with the Chinese government last May to develop the software and distribute it to personal computer-makers free of charge within one year, to be included with units meant for domestic sale.

Consumers can uninstall the software if they do not want it, Zhang said.

China, which has the world's largest population of Internet users at more than 250 million, this year launched a nationwide crackdown on Internet pornography, which is banned in China. More than 1,900 Web sites have been shut down since the beginning of the campaign and Web sites including Google and Baidu, China's most popular search engine, were criticized for linking to suspect sites.

According to the Wall Street Journal on Monday, China's Ministry of Industry and Information Technology issued a notice on May 19 to personal computer-makers that PCs to be sold in China as of July 1 must be preloaded with the software.

The program would either be installed on the hard drive or enclosed on a compact disc, the paper reported, adding that PC makers would be required to tell authorities how many PCs they have shipped with the software.

The ministry did not immediately respond to questions from The Associated Press by phone or fax. A separate notice on its Web site said all primary and secondary schools were required to install the Green Dam software on every school computer by the end of last month.

Educators "should fully realize the damage that harmful online information does to the physical and mental health of primary and secondary school students," the notice said.

North Korea's top court convicted two American journalists and sentenced them to 12 years in a prison on Monday, intensifying the reclusive nation's confrontation with the superpower.

The sentencing came amid soaring tensions fuelled by the North's latest nuclear and missile tests.

Many believe Pyongyang is using the journalists as bargaining chips as the UN debates a new resolution to punish the unpredictable country for its latest military threats.

In a cryptic two-sentence report, the North's state news agency said Laura Ling, 32, and Euna Lee, 36 were sentenced after the five-day trial ended today.

They were guilty of a 'grave crime' against the nation and of illegally crossing into North Korea, the Korean Central News Agency said.

The court 'sentenced each of them to 12 years of reform through labour,' said the report, without giving other details.

The phrase refers to a prison term, according to Choi Eun-suk, a legal expert at Seoul's University of North Korean Studies.

He said North Korean law calls for transferring convicts to prison within ten days after verdict.

Ling and Lee, working for former Vice President Al Gore's California-based Current TV, cannot appeal because they were tried in North Korea's highest court, where decisions are final.

Some analysts believe negotiations will now begin that will likely lead to the journalists' release.

'North Korea refused to release them ahead of a court ruling because such a move could be seen as capitulating to the United States,' said Hajime Izumi, professor of international relations and an expert on North Korea at the University of Shizuoka in Japan.

"Peluang seperti berlakon filem ini tidak datang selalu. Namun, saya tidak lupa dengan matlamat saya dalam bidang nyanyian untuk menyiapkan album solo saya.

"Apa yang saya harapkan, kedua-dua kerjaya ini berjalan lancar," katanya.

Lisa pula menganggap filem itu mempunyai kelebihan dari aspek kerjasama antara kedua-dua negara yang memberi peluang kepada pelakon untuk menimba pengalaman baru dengan produksi luar negara.

Malah, dia percaya pengalaman yang diraih mampu membawa pelakon tempatan ke peringkat global. Mengenai watak, dia melakonkan peranan Dina yang berkawan rapat dengan Azman dan melanjutkan pelajaran dalam bidang robotik di Jepun.

"Secara peribadi, saya suka belajar dan menerokai perkara dan pengalaman baru. Lalu, saya menyahut cabaran untuk berlakon filem ini.

"Tidak dinafikan perasaan bimbang tetap ada untuk menjayakan filem ini kerana sebelum ini, saya tidak pernah terbabit dengan produksi luar negara. Namun, saya fikir, belum cuba belum tahu," katanya.

Ketua Pegawai Eksekutif Flare Studios Sdn Bhd, Miza Mohamad berkata pemilihan Tomok sebagai pelakon utama filem itu dianggap tepat dengan karakter yang dibawa.

Filem berkonsep aksi ini yang turut dibantu imej janaan komputer (CGI) mencipta kelainan kerana superhero yang diperkenalkan mempunyai kuasa yang boleh bertukar menjadi motosikal.

Filem itu menelan kos sebanyak RM5.5 juta dan turut mendapat Skim Pinjaman Filem Cereka dari Finas sebanyak RM1.5 juta.

Di samping kolaborasi pelakon tempatan dan Russia, filem berkenaan juga diarah dua pengarah berbeza iaitu Mohd Aliar Ali Tutty dan seorang pengarah dari Rusia.

Kerjasama antara dua negara ini terjalin menerusi majlis menandatangani memorandum persefahaman (MoU) yang diadakan di Finas, Kuala Lumpur, baru-baru ini. Turut hadir, Naib Presiden Spacetoon Rusia, Andrey Chirkin.

"Saya cuba hasilkan produk yang dapat dipasarkan ke peringkat antarabangsa dan yang penting, filem kita berpeluang menembusi pasaran negara lain.

"Di Russia, ada 900 pawagam dan ini memberi kelebihan pada filem ini untuk ditonton ramai.

"Watak Mantera merujuk pada maksud manusia jentera. Biarpun filem ini mungkin ada persamaan dengan Transformers atau Ironman, namun filem ini cuba menampilkan superhero yang mempunyai identiti sendiri. Buat masa ini, watak pelakon utama wanita belum dikenal pasti.

"Ada kemungkinan pelakon kita akan dibawa ke Russia untuk sebahagian penggambaran di sana. Biarpun risiko besar untuk menghasilkan filem ini hingga ia dibawa untuk tayangan di luar negara, tetapi berdasarkan kajian yang dibuat sebelum ini, saya yakin filem ini mampu menarik perhatian.

"Apa yang saya harapkan pelakon kita dapat menyerlah bakat sendiri dan filem ini mampu meraih sambutan positif penonton," katanya.

They do worse in their GCSEs than all pupil groups apart from gipsy and traveller children and those in care, whose schooling has been disrupted.

The under-achievement of white boys is particularly acute among working-class backgrounds, the research found.

They are falling behind Pakistani, Bangladeshi, Indian, black Caribbean, black African and Chinese children, as well as girls from all ethnic backgrounds.

Experts warned that white boys had lost sight of the connection between doing well at school and their future success.

The research, produced for the Department for Children, Schools and Families, found that Chinese pupils achieved on average six grades more across their GCSEs than white boys.

According to the research, changing schools during GCSE year - often the result of parents splitting up - had the biggest effect on performance.

Other factors included coming from a deprived area, being eligible for free school meals - often used as a measure of poverty - and speaking a foreign language.

Iain Duncan-Smith, the Tory MP and chairman of the Centre for Social Justice, said the findings had 'disastrous' implications.

'To prevent the growth of an uneducated and unemployable underclass of children, we have to get parents to engage in schooling from an early age,' he said.

Professor Alan Smithers, director of the Centre for Education Research at Buckingham University, said: 'They think if they are not going to go to university there's not much point in them going to school.

'Better ladders between school and work are needed to show them that if they come away with a recognised qualification it would earn them more money in later life.

'If they can make that link, they might work harder.'

The findings will increase pressure on the Government to reform the system of extra funding for ethnic minority pupils. Schools are meant to spend the £200milliona-year Ethnic Minority Achievement Grant on 'underperforming' groups.

New slang: Prisoners are using Elizabethan thieves terminology to talk about forbidden subjects

You might think that prison officers would be delighted that their inmates were becoming well-versed in Elizabethan dialect.

But far from any self-improving study of the works of Shakespeare, criminals are instead becoming fluent in thieves' cant, a dialect used by 16th-century rogues to keep their plans secret.

Nearly 500 years later, their modern-day counterparts have adopted the slang and updated it to help them smuggle drugs and other contraband into prisons.

The practice was uncovered at Buckley Hall Prison in Rochdale, when staff noticed that the same phrases were being used in monitored phone calls and letters between inmates and loved ones.

The dialect, thought to originate from medieval gipsies, was used by all manner of villains in Shakespeare's England, becoming known as thieves' cant or rogues' cant.

But it was thought to have become obsolete until its unexpected revival, believed to have been led by criminal members of the travelling community.

The Ministry of Justice is so worried about the use of the code that it has issued a security alert to governors at jails in England and Wales.

Examples of the new thieves' cant include 'chat' or 'onick' meaning heroin; 'cawbe', meaning crack cocaine; and 'inick', for phone or mobile phone SIM card.

Inmates also use normal English in code - 'Bring the children' means to bring drugs, while the phrase 'Lots of hair on the children' means 'bring lots of drugs'.

An insider at the 381-prisoner, category C establishment revealed: 'This is the most ingenious use of a secret code we have ever come across.

'Elizabethan cant was only used by a tiny number of people and it is quite amazing that is has been resurrected in order to buy drugs. Some inmates will try anything to get contraband into jail.'
