Shortcut Hijacked

hello all,

not sure how to google this problem... hope to get some pointers from all... thanks it advance...

this problem just happened shortly... not sure what went wrong, i did a few reboots but it doesnt seem to go away

when i start a program using short cuts, lets say Notepad (e.g. click on Start menu, click Notepad) Notepad would launch and display this error message "Cannot find the .txt file. Do you want to create a new file?"
the same happens when i launch internet explorer... i'll be taken to a page with this url: "http:///"
starting firefox lands me with a page showing the contents of "C:\Program Files\Mozilla Firefox"
i suspect something is wrong and i tried starting regedit... and i got this message: "Are you sure you want to add the information in <space> to the registry?" notice the space...

now i realise that there's a pattern here...

it seems that everytime i start a program, the shortcut that starts it is somehow intercepted

if i start notepad from the command prompt, there's no such behaviour...

take a look at the attached screenshots... notice the extra quote at the end of the command line?
