Questions on Processors and Performance

I hope this is the right section.

I'm looking for a laptop which has better performance than my old desktop. Faster speed and less lag. But I'm not really sure which processor should I get.

My Desktop's specs:
Processor : Intel® Pentium® 4 CPU 2.80GHz
Memory : 512MB RAM
Graphics Card : RADEON 9250

The laptop I'm looking at has 4GB RAM, but I'm not sure which processor I should get (Is P8600 good enough? Suggest one please). The graphics card is much better too.

Questions on Paypal

I'm under 18 and somehow I managed to get an unverified Paypal account. My questions are:

1) Is there any VISA debit card that can withdraw/verify Paypal account and does not have age requirement?
2) I noticed that we can buy funds from others. But is there a limit for unverified account?

Questions regarding Tablets

Hi, I'm new to this forum and have a few questions to ask. Sorry if this post is in the wrong section or something.

I'm still a student and would like to buy a tablet for drawing and digital painting. For now I can't afford anything like Intuos so I have very few options here. My budget is about RM 300.

1. Wacom Bamboo
3. Wacom Graphire (I heard that it's discontinued, is it still available in any shop?)
3. Genius MousePen 6x8

I know that Wacom is better but Genius has a higher level of pressure sensitivity, which is 1024, whereas Wacom Bamboo and Graphire only have 512. And I can probably get a Genius for less than RM 200, but I've heard stories about it. I'd probably go for a small one if I choose Bamboo.

My questions:
1) Is 4x6 a little too small for drawing and painting?
2) Are Wacom Bamboo and Graphire the same? (in terms of quality)
3) Can I know the latest prices for the 3 models listed above?
4) Where can I get any of these? (In Penang preferably, or KL)
5) Which of the three models is best?
