Freaking Slow Connection / High Ping

ive been living in seremban for almost 2 years and i never get any problems with my internet until few months ago. im getting 0.06mbps download speed . i should get 1mbps. i called tmnet for 10 times+ and they give the same replies - home alarm problem and splitter problem.

my dad already disconnect the phone line with the home alarm few days ago but i still get slow connection.

my phone always sound noisy if i use the internet. tmnet said the splitter must be broken if the phone sounds noisy but i dun use any splitter . my phone and my modem are in different rooms.

tmnet mention that they're repairing a broken cable under the sea. i thought that was the problem for my slow connection until i found out that my friend who lives nearby said that he's having normal connection speed. so now i dunno what to do to repair my connection speed.

CAN ANYONE HELP ME ?
