Laptop not turning on

I'm using a HP Pavilion dv3 and my laptop went
blank suddenly for an unknown reason.

I've tried hard reset by removing the battery and the power cord, then pressed the power on button for 30 seconds, then tried turning on again... The fan is spinning and some lights are on but the screen is still blank. Now the caps lock and num lock lights are blinking...

Can anyone help me with this before I send them to a tech?

Access to blocked sites?

I am currently residing in Dubai and there are many sites that are blocked. I can't even get on to skype, flickr, etc. Very frustrating.
What are the recommended programme to download so i can have access to those blocked sites?
