Noises and Electric Shock

My current system is quite simple which is active speakers and usb dac. The problem is I can hear a lot of loud noises in the music and my dac and other musical instrument have minor electric shock. The noises usually occur when I load webpage and programs but when i disconnect the ac plug from my laptop is sound ok but the electric shock still remain. I already using cal lab with belkin gold series for my system but it does not improve a lot, I assume my house electricity is quite bad which causes the ground loop problem. Any idea how to fix this problem? A power conditioner or isolation transformer perhaps?
