cpu temperature

I was using stock cooler on core i7 920 and the temperature is around 51 C when idle.Then i changed to Cooler Master Hyper N520 cpu cooler, the temperature is around 45 C when idle. It only decrease by 6 C. I expected it to drop to 38 C like that. Is that normal? CM N520 really that bad? Anyone using CM 520 on i7 also?
