Together, they also contributed to another coup in 2021 when al-Burhan seized power from the country’s transitional government.&lt;br /&gt;&lt;br /&gt;Today, Sudan is riven by conflict, with the RSF believed to be in control of much of the country’s western and central regions, including Darfur and parts of the capital Khartoum.&lt;br /&gt;&lt;br /&gt;More than 11 million people have been internally displaced since the fighting erupted in April 2023, according to the United Nations, while millions more have fled Sudan.&lt;br /&gt;&lt;br /&gt;Hunger is widespread and famine conditions are now present in several areas of the country, the UN has warned.&lt;br /&gt;Who has been cited as responsible?&lt;br /&gt;&lt;br /&gt;US Secretary of State Antony Blinken said Tuesday that Hemedti’s RSF and its allied Arab militias had perpetrated “direct attacks against civilians” including the systematic murder of “men and boys – even infants – on an ethnic basis.”&lt;br /&gt;&lt;br /&gt;They also “deliberately targeted women and girls from certain ethnic groups for rape and other forms of brutal sexual violence,” Blinken said, adding that the same forces “targeted fleeing civilians, murdering innocent people escaping conflict, and prevented remaining civilians from accessing lifesaving supplies.”&lt;br /&gt;&lt;br /&gt;“Based on this information, I have now concluded that members of the RSF and allied militias have committed genocide in Sudan,” he announced.&lt;br /&gt;&lt;br /&gt;The RSF described the decision by the US as “unjust,” adding in a statement on its Telegram channel that “the State Department’s claim that the RSF committed genocide in Sudan is inaccurate.”&lt;br /&gt;People gather near a destroyed vehicle, following shelling by the Rapid Support Forces, in Omdurman, Sudan, December 10, 2024.&lt;br /&gt;&lt;br /&gt;Related article At least 127, mostly civilians, killed in two days in Sudan bombardments&lt;br /&gt;&lt;br /&gt;“The decision fails to specify the group against which the alleged genocide was committed or the location of the genocide … The decision vaguely refers to the Sudanese people, of whom RSF fighters and supporters are an integral part,” the RSF statement said.&lt;br /&gt;&lt;br /&gt;The RSF has a history connected to ethnic-driven violence. The paramilitary group grew out of the Arab Janjaweed militia that oversaw the genocide of the early 2000s. That carnage left an estimated 300,000 people dead.&lt;br /&gt;&lt;br /&gt;Since fighting erupted in mid-April 2023 between the RSF and the SAF, ethnically motivated killings have intensified, particularly in the western Darfur region. This mirrors the pattern of targeted killings that typified the first genocide.&lt;br /&gt;&lt;br /&gt;West Darfur witnessed some of its worst ethnic-related killings in 2023, when hundreds of people from non-Arab ethnic groups were massacred by the RSF and forces linked to it. On Tuesday, the US imposed sanctions on their leader Hemedti, “for his role in systematic atrocities committed against the Sudanese people,” and sanctioned seven RSF-linked companies and one individual “for their roles in procuring weapons for the RSF.”&lt;br /&gt;Are both warring factions complicit in abuses?&lt;br /&gt;&lt;br /&gt;In September last year, a United Nations fact-finding mission accused both the SAF and the RSF of complicity in war crimes.&lt;br /&gt;&lt;br /&gt;And in his statement, Blinken laid blame for abuses at the door of both parties. “The United States does not support either side of this war, and these actions against Hemedti and the RSF do not signify support or favor for the SAF,” he said. “Both belligerents bear responsibility for the violence and suffering in Sudan and lack the legitimacy to govern a future peaceful Sudan.”&lt;br /&gt;&lt;br /&gt;Sudanese activist, Hala Al-Karib, who heads the regional arm of the Strategic Initiative for Women in the Horn of Africa, told CNN that her organization had documented cases of sexual violence and sexual exploitation allegedly committed by fighters from both the SAF and the RSF.&lt;br /&gt;&lt;br /&gt;In Darfur, she said, where she has worked for over 20 years, sexual violence has been “used as a tool of terror to force communities to submit to the RSF,” – a pattern seen in previous conflicts that has been replicated by the militia group, she claimed.&lt;br /&gt;&lt;br /&gt;“It’s the same method and strategy,” she said of the alleged sexual crimes. “It’s also used for retaliation in their war against SAF and it has ethnic elements to it.”&lt;br /&gt;&lt;br /&gt;Al-Karib said that between October and January, her organization had handled cases of at least 10 girls, some as young as 14, who took their own lives after being gang-raped by RSF militia men in Sudan’s Al Jazira state. This had followed the defection of an RSF commander in the area to SAF, she said.&lt;br /&gt;&lt;br /&gt;“The RSF has been completely emboldened by impunity, a lack of accountability, and the fact that they were not seriously subjected to any sort of accountability,” she said, welcoming the US sanctions against Hemedti.&lt;br /&gt;&lt;br /&gt;Last month, more than 100 people were killed after bombs fell on a crowded market in North Darfur. In the same month, three staff members of the World Food Programme (WFP) were killed in an airstrike on the agency’s office in Blue Nile State, wrapping up “the deadliest year on record for aid workers in Sudan,” the UN said.&lt;br /&gt;&lt;br /&gt;Dozens of airstrikes with multiple fatalities are reported daily by Sudanese media. A senior procurement official who led the SAF’s acquisition of arms was sanctioned by the US last October.&lt;br /&gt;&lt;br /&gt;The RSF and the Sudanese military typically blame one each other for such attacks, with a recent statement from the RSF criticizing the US for overlooking “widespread atrocities committed by the SAF, including aerial bombardments that have claimed the lives of more than 4,000 civilians.”&lt;br /&gt;&lt;br /&gt;CNN has reached out the Sudanese government on the matter but has not yet received a response.&lt;br /&gt;What is the impact on civilians?&lt;br /&gt;&lt;br /&gt;Before the deadly power tussle erupted between the SAF and the RSF, Sudan already ranked among the world’s poorest countries with decades of conflict hindering its economic growth.&lt;br /&gt;&lt;br /&gt;Their war, now in its second year, has displaced more than 11 million people within Sudan, while some 3.2 million others have fled to neighboring countries, according to UN figures.&lt;br /&gt;&lt;br /&gt;Some of those unable to flee are harbored in Darfur’s Zanzam camp, where famine was declared last month. The camp, home to around half a million displaced people, has also come under RSF bombardment.&lt;br /&gt;&lt;br /&gt;Hunger in Darfur has sometimes forced people to eat “grass and peanut shells” to survive, the then WFP regional director for Eastern Africa, Michael Dunford, said last year, amid warnings by the UN that some 26 million Sudanese were facing acute hunger.&lt;br /&gt;&lt;br /&gt;Food deliveries to Darfur resumed last August after a key border crossing was reopened by authorities for aid to enter Sudan. But in parts of Darfur, aid organizations are still impeded by restrictions and famine conditions area spreading to additional areas, a UN report said this week.&lt;br /&gt;&lt;br /&gt;On Friday, humanitarian group Médecins Sans Frontières, or, Doctors Without Borders (MSF) said it was suspending activities at one of the last operating hospitals in the RSF-controlled south Khartoum, citing recurring attacks from armed fighters.&lt;br /&gt;&lt;br /&gt;“The medical needs are overwhelming. Injuries are often horrific. Mass casualty incidents have become almost routine,” MSF’s Emergency Coordinator, Claire San Filippo said in a statement.&lt;br /&gt;How has the world responded to the war?&lt;br /&gt;&lt;br /&gt;The Sudanese conflict has been largely overshadowed by hostilities in other parts of the world such as in Ukraine and Gaza, International Monetary Fund chief Kristalina Georgieva said last year.&lt;br /&gt;&lt;br /&gt;However, warring factions in the African nation have also defied global efforts to end the conflict.&lt;br /&gt;&lt;br /&gt;Last month, Blinken told the UN Security Council that foreign actors were fueling the war in Sudan, but he did not name who they were.&lt;br /&gt;&lt;br /&gt;Sudan’s military government has frequently accused the United Arab Emirates of arming the RSF, but the Gulf nation denies this. The seven RSF-linked companies that were sanctioned by the US on Tuesday are all based in the UAE.&lt;br /&gt;&lt;br /&gt;In a statement to CNN, the UAE Foreign Ministry said: “The UAE has made absolutely clear that it is not providing any support or supplies to any of the two belligerent warring parties in Sudan. Our primary focus remains on addressing the catastrophic humanitarian crisis in Sudan. We continue to call for an immediate ceasefire and a peaceful resolution to this man-made conflict.”&lt;br /&gt;&lt;br /&gt;A CNN investigation in 2023 found evidence that Russian mercenary group Wagner had been arming the RSF. The militia and the then Wagner leader, Yevgeny Prigozhin, denied this at the time.&lt;br /&gt;&lt;br /&gt;In November, Russia vetoed a UN Security Council resolution that called on Sudan’s warring factions to end the fighting, strengthen protections for civilians and allow the delivery of humanitarian aid. Sudan’s military-backed foreign ministry welcomed Russia’s action, saying the UN resolution undermined Sudan’s sovereignty.&lt;br /&gt;Will the US genocide determination make a difference?&lt;br /&gt;&lt;br /&gt;Sudanese lawyer Mutasim Ali told CNN that the US’ determination of genocide in Sudan was “long overdue” and should have happened sooner.&lt;br /&gt;&lt;br /&gt;Nonetheless, it is “a form of justice because it recognizes victims’ grievances,” he said.&lt;br /&gt;&lt;br /&gt;“It is a step towards peace and accountability by paving the way to hold actors responsible to account, not only perpetrators themselves but actors complicit in genocide,” added Ali, a legal adviser at the Canada-based Raoul Wallenberg Centre for Human Rights.&lt;br /&gt;&lt;br /&gt;For activist Al-Karib, US sanctions against Hemedti and the declaration of genocide could be crucial in not only reining in his militia but also curbing the support he receives from foreign actors.&lt;br /&gt;&lt;br /&gt;“We don’t think that the scale of these atrocities happening in Sudan and Darfur would have been this big without the support of the UAE to the RSF,” she said.&lt;br /&gt;&lt;br /&gt;“So, we hope that the US decision to sanction Hemedti will send a strong message to the UAE to rethink its position and engage in a serious political process to end these atrocities and genocidal acts happening across the country.” &lt;br /&gt;&lt;br /&gt;&lt;a href='https://edition.cnn.com/2025/01/10/africa/sudan-genocide-explained/index.html' target='_blank'&gt;https://edition.cnn.com/2025/01/10/africa/s...ined/index.html&lt;/a&gt;&lt;!--SPOILER DIV--&gt;&lt;/div&gt;&lt;!--SPOILER DIV--&gt;&lt;br /&gt;&lt;br /&gt;Why the world doesn&amp;#39;t care? Given the reality of ongoing fluid changes in voter sentiments and the importance of campaigns in Malaysia, especially in close contests, it is still too early in the campaign to make a confident prediction.&lt;br /&gt;&lt;br /&gt;Previous voting patterns do provide insights. So far, the dominant lens to understand voting by political parties has been to focus on ethnic patterns of turnout and support. This piece goes further, bringing in multiple lenses to understand voting.&lt;br /&gt;&lt;br /&gt;I argue that the overlooked category of class voting, measured by average incomes in different localities, provides considerable additional insight into recent changes in voting patterns, as does attention to generation voting.&lt;br /&gt;&lt;br /&gt;Unfortunately, statistically, the data does not provide enough robustness to measure voter differences by gender due to limited data points for variation.&lt;br /&gt;&lt;br /&gt;Kuala Kubu Baharu is a diverse constituency, not just in its ethnic composition (46 percent Malay, 31 percent Chinese, 18 percent Indian and five percent others) but also in that it incorporates varied urban, semi and rural areas. Some parts of the constituency have been seriously neglected in development, while simultaneously the state government has made significant improvements in connectivity and welfare, especially in the town.&lt;br /&gt;&lt;br /&gt;This piece looks at voting trends using estimates from localised polling station data. The focus of the analysis is on the last two elections in Kuala Kubu Baharu - GE15 in 2022 and the state elections last year.&lt;br /&gt;&lt;br /&gt;The findings confirm that of others, the trajectory has been one of declining support for the incumbent party, the DAP, shifts in support toward Perikatan Nasional as well as ethnic polarisation in voting and interesting shifts along generation and class lines.&lt;br /&gt;&lt;br /&gt;Both sides - Pakatan Harapan and PN - have honed their candidate and campaign strategies after looking at their analyses of voting trends, with Perikatan Nasional strategically opting for a Malay local candidate hoping to strengthen its electoral support.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;DAP on its part has chosen to stick with its traditional pattern in the seat, fielding a dynamic, young, female candidate with strong ties to the party as opposed to the constituency. Voting trends suggest that both major party contenders will have their work cut out for them to win the seat.&lt;br /&gt;&lt;br /&gt;Decline In turnout: Poorest voters disengaging&lt;br /&gt;&lt;br /&gt;Voter turnout in Kuala Kubu Baharu has been declining. This trajectory is in line with national trends, but the scope of the decline is slightly higher. Overall voter turnout dropped from 88 percent in 2018 to 77 percent in 2022 and 69 percent in 2023. Turnout in Selangor’s 2023 state polls was slightly higher at 72 percent.&lt;br /&gt;&lt;br /&gt;The analysis of localities shows that the most decisive shift in turnout was among voters living in poorer areas, who disproportionately did not vote in the state elections compared to GE15, by an estimated drop of a whopping 43 percent.&lt;br /&gt;&lt;br /&gt;This trend cuts across communities. The state election campaign relied less on vote buying than the general election and there was less outreach and mobilisation in areas where voters were socioeconomically disadvantaged. They were and are being left behind.&lt;br /&gt;&lt;br /&gt;Class was arguably one of the most important features explaining voting in Kuala Kubu Baharu, a point developed below. Poorer voters did not feel that any of the political alternatives would improve their lives.&lt;br /&gt;&lt;br /&gt;Other explanatory lenses for the turnout drop were evident as well. The estimates of voter turnout in Kuala Kubu Baharu by ethnicity and generation suggest turnout decline has been concentrated among Malays, Indians, and younger voters under 30.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;In the state elections, Indians had the lowest estimated turnout of only 53 percent, already pointing to dissatisfaction in this community with the Anwar Ibrahim government’s poor treatment and exclusion of this community.&lt;br /&gt;&lt;br /&gt;Many of the Indians in Kuala Kubu Baharu are facing dire socioeconomic conditions that are being ignored. It remains to see whether this trend will drop further, which has been an aim of critics drawing attention to both the national and state governments’ failures to promote genuinely inclusive policies and that Anwar’s unity government takes Indians for granted.&lt;br /&gt;&lt;br /&gt;Malay turnout dropped as well by an estimated nine percent, as, here too, there was dissatisfaction with the options on offer. PN hopes to reverse this trend.&lt;br /&gt;&lt;br /&gt;The turnout of voters under 40 also declined, with many not coming home to vote, especially those under 30. DAP’s fielding of a young candidate hopes to reverse this trend.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The issues to watch in this by-election are not only reversals but also whether new trends will emerge with a potential decline in Chinese turnout which could impact DAP’s result.&lt;br /&gt;&lt;br /&gt;The findings from estimates of turnout among core supporters for different parties show that DAP has minimised turnout drops compared to other parties.&lt;br /&gt;&lt;br /&gt;Considerably more BN and PN supporters opted not to vote in the state election, in part perhaps due to the seat seen as being secure for incumbent DAP and the limited appeal of the major candidates connecting to Malays.&lt;br /&gt;&lt;br /&gt;PN’s ability to address this will shape the outcome, especially if Bersatu is able to attract previous BN-aligned voters who opted to stay home.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Ethnic polarisation and maximisation&lt;br /&gt;&lt;br /&gt;A look at ethnic voting in Kuala Kubu Baharu in the last two polls shows both consistency and variation. Among the two largest groups - Malays and Chinese - vote patterns remain polarised. Chinese voters remained extremely loyal to Harapan, voting over 90 percent for the DAP.&lt;br /&gt;&lt;br /&gt;In fact, Harapan&amp;#39;s cooperation with BN in the state elections led to no major gains among either the Chinese or Malay communities. The ethnic polarisation of the vote increased in the state election, with Indian voters (traditionally with BN due to MIC having a historic base of support in this area of Hulu Selangor) moving to the unity government by a margin of an estimated 14 percent. Many other Indians, as noted above, stayed home.&lt;br /&gt;&lt;br /&gt;Among Malay voters, the move toward PN was clear, with an estimated 17 percent swing, the overwhelming majority who previously voted for BN. For PN, the issue is whether they can win over even greater Malay support, while for DAP the issue is whether they will retain PRN2023 support levels among all of the groups.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;PN may have reached the maximum Malay support in the 2023 state elections and has yet to garner any support among Chinese or Indian voters in KKB. DAP on its part may also have maximised its support among communities and may face diminishing support.&lt;br /&gt;&lt;br /&gt;Importantly, all of the ethnic groups are important in this close contest and even small swings in either turnout or support across any one community could change the outcome.&lt;br /&gt;&lt;br /&gt;Age voting: PN youth gains&lt;br /&gt;&lt;br /&gt;A look at voting by age suggests that PN continues winning among younger voters under 30, reaching an estimated 49 percent in the state elections.&lt;br /&gt;&lt;br /&gt;Harapan working with BN, however, won an estimated 45 percent of this age cohort, and the majority of all the other cohorts, especially older voters.&lt;br /&gt;&lt;br /&gt;The age cohort that will be particularly interesting to watch are voters in their 30s who witnessed the most movement toward PN in the last state election and are a dynamic cohort of voters.&lt;br /&gt;&lt;br /&gt;Beyond fielding a young candidate, none of the campaigns have programs geared toward younger voters.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Saliency of class voting&lt;br /&gt;&lt;br /&gt;As with the swing in turnout, class was also the factor that was associated with swings in support in recent elections in Kuala Kubu Baharu.&lt;br /&gt;&lt;br /&gt;While gains were made across socioeconomic categories, PN managed to win over an estimated quarter (25 percent) of support from voters living in the poorest areas. Most of these poorest voters had voted for BN in the past.&lt;br /&gt;&lt;br /&gt;The saliency of class issues in Kuala Kubu Baharu is evident with both Muda and Parti Rakyat Malaysia’s Chang Boon Lia (disqualified for this by-election due to failing to file his expenses) winning an estimated 19 percent of this group.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;It is also important not to overinterpret these results. While they were significant in shaping outcomes, do note that percentages are higher as the number of voters in these poorest areas with household incomes less than RM3,000 is comparatively smaller than those with higher incomes.&lt;br /&gt;&lt;br /&gt;The Kuala Kubu Baharu findings show, however, that livelihoods and socio-economic conditions matter in Malaysian campaigns, especially in constituencies with neglect and uneven development.&lt;!--SPOILER DIV--&gt;&lt;/div&gt;&lt;!--SPOILER DIV--&gt;&lt;br /&gt;&lt;br /&gt;Conclusion&lt;br /&gt;&lt;!--QuoteBegin--&gt;&lt;div class='quotetop'&gt;QUOTE&lt;/div&gt;&lt;div class='quotemain'&gt;&lt;!--QuoteEBegin--&gt;Given the diverse voting patterns, what lessons can be drawn for any potential victory in KKB?&lt;br /&gt;&lt;br /&gt;It is evident that turnout will matter, but what will be important for the result is among which ethnic community and age cohort.&lt;br /&gt;&lt;br /&gt;No one ethnic community is more important in shaping the outcome than any other. The Edge learned that the board proceeded with the meeting on Monday.&lt;br /&gt;&lt;br /&gt;The meeting was to be the last official meeting for the Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah before his reign ends today, according to the report, after which he returns as the Sultan of Pahang.&lt;br /&gt;&lt;br /&gt;The meeting had been postponed several times previously, Minister in the Prime Minister’s Department (Federal Territories) Dr Zaliha Mustafa was quoted by Utusan as saying.&lt;br /&gt;&lt;br /&gt;“As of today (Sunday), I was informed that the meeting will take place [on Monday] but not sure if it is postponed again, considering it has been several times where the meeting was postponed.&lt;br /&gt;&lt;br /&gt;“What I can confirm is that the Pardons Board meeting will be chaired by the Yang di-Pertuan Agong,” Zaliha was quoted as saying when contacted by Utusan on Sunday.&lt;br /&gt;Talk of Najib’s jail time has emerged in recent weeks.
