Question on the rules and regulation

From the R&R,

QUOTE

General Forum Etiquette:

The official language of Lowyat.NET is the English language. All threads and posts must be in English, with the exception of specific, designated threads in the Kopitiam, and limited use to convey a specific expression or interjection.
The moderating team's duty is to ensure the smooth going of forums they are in charge in and to prevent any conflicts between members from starting. Moderators have at their discretion a right to moderate any thread that are found to be inappropriate or in violation with board or sub-forum rules. The moderating team will act based on board policy and guidelines and not a personal point of view.

Is this a rule or as stated, just a general forum etiquette?

One or 2 words or a sentence or 2, I understand but it is getting irritating to see people posting entire posts in other languages, sometimes up to the length of a few paragraphs.

Missing Icons in Gmail

So I'm using an old PC in the office and check the emails in Gmail, but I noticed the icons are missing, and deleting all cache and cookies didn't help.

Some pictures to explain what I mean

I can't reinstall anything because it's the office PC, so what do? I think its Windows XP, as in no SP2
