Kerajaan memutuskan untuk menurunkan tarif elektrik dengan kadar ICPT (imbalance cost pass through) sebanyak 2.25 sen/kWj bagi pengguna pengguna di Semenanjung Malaysia berkuatkuasa dari 1 Mac hingga 30 Jun 2015 manakala di Sabah dan Wilayah Persekutuan Labuan purata kadar tarif 34.52 sen/kWj diturunkan sebanyak 1.20 sen /kWj berkuatkuasa pada tarikh sama.

What's stopping government to setup another TNB ? Why nobody step up and said i want to setup another utility company.. ? With TNB controlling everything from power generation, transmission and distribution... what are the hurdle for other company to step in and offer similar services ? Bincangkan (20 markah)

KUALA LUMPUR: The government should get national oil company Petroliam Nasional Berhad (Petronas) to acquire independent power production (IPP) firms to reduce the country's expenses on gas subsidy, with the money saved channelled back to the people.
Prominent economist Professor Dr Hoo Ke Ping, in making the suggestion, said the move could help the government save almost RM30 billion annually in gas subsidies for the IPPs to operate and supply power to Tenaga Nasional Berhad (TNB).
Hoo said the acquisition would then enable Petronas to set up another organisation similar to TNB, creating competition in the market.
"Let Petronas make the acquisition and form a similar body to TNB. The move may be costly but it could help the government generate profits without burdening the people in the long run.

"Since the 15-year agreement on gas subsidy between the government and most of the IPPs has ended, it is time for the government to consider such proposal," he told the New Straits Times yesterday.Hoo said he had faith in Petronas to run the second TNB as the achievement of the national oil company had been recognised globally.He noted that problems would arise for the government to get consent from the IPP operators, where both parties had sealed the agreement when Datuk Seri Anwar Ibrahim was the deputy prime minister and finance minister.
"The government should stop providing subsidies as the IPPs have been making billions of ringgit for the past 15 years and acquire the firms. Some of the IPPs had even raked in profit of up to RM9.6 billion annually."

On the proposal by Umno Youth chief Khairy Jamaluddin, who called on the government to reduce the gas subsidy awarded to certain IPPs to cut down the country's fiscal deficit, Hoo said the suggestion missed some important points.
"If the government only reduces the gas subsidy, the IPPs would pass on the cost to TNB, which in turn would be forced to charge a higher electricity rate on households to recover the additional cost."

Another financial expert, Associate Professor Dr Barjoyai Bardai, described Khairy's proposal as a good move, but had reservations that it could be implemented.
"If the agreement is still valid, it would be costly and hard since it involves legal matters and consent from IPPs.
"I am sure that the government would not want to be liable for a breach of contract, which would incur more expenses," said Barjoyai, who is Universiti Tun Abdul Razak's director for the MBA programme on Global Islamic Finance.
