PC unable to boot.HDD light lite on.

Hi sensei

i got this problem my gf's pc

when i on the pc, the pc unable to boot.
the CPU fan does not go full speed.
the HDD light lite on, not blinking.
LCD do not display anything.no bios, no memory check..just no display.
So no beep or anything..

After restart many times also cannot boot.it just stuck like the conditions above.
same goes with power down.off the main suis.

i took off the battery.put it back.
then it can boot up.
but i wasnt sure is this a solution to it.

anyone know what is the problem?
this situation happend for quite some time.
the problem come and go. sometime cant boot even after few try.

PC SPEC: P4 HT prescott 3G. RAM 512MB. PATA 80G HARDDISK SEAGATE.MOBO: ASROcK,
not sure wat brand.

P.S CPU fan noise very noisy!!!humming!!! is this normal?

from my understanding...
all intel chipset is produce in one speed, which is the highest that family can goes.

before they market it out they simply lock it to certain speed.
i even heard one time got ppl buy celeron n unlock it to pentium...

anyone know how to unlock pentium 4 2.8G? it is not overclocking.
