How to upgrade from Hotmali to Windows Live Mail

Hi there,

Windows live mail has been around for qutie some time now, and I know that some people are able to upgrade from the old-looking Hotmail interface to the update-to-date live mail interface. I do get an option to upgrade when I logged into Hotmail, but at the end, it says that my account are not allowed to upgrade without giving much reason.

Would like to ask, anyone out there able to upgrade? Any workaround to get it done? Thanks for reading!
