DSL Signal Blinking

Do any of you experience case as below?

DSL light went off, blink and stable back. <--happens within 20 seconds.
During that period, connection will loss as like disconnected, error 404 on web page, disconnect from gaming, ping log to any internet host shows request time out.
However, the IP address did not change.

I lodged a complaint and the support girl call, she keep telling me my line is FINE,
as her program shows that I never disconnected.

This is a random occasion. Pls teach me how to deal with it... thanks

bandwidth management program

I am about to choose a FYP title but i need some helps..
One of the ideas is to write a bandwidth monitoring/management program.
we have some interest in this but not sure that we can done it anot.(any language could do it?)
Can give some guides pls~
Or if have other suggested idea i would like to hear it and really appreciated it.thanks in advance~
