Water talks by Selangor State gov

I got a question that has been bugging me for a long time. Thought that this is the right forum as it is related to business.

As you are aware, the Selangor gov is planning to take over a water asset as a part of a reorganisation to improve water services. Unfortunately the offering price by the Gov is being perceived as too low and unprofitable which ultimately rejected the owners.

All along, i thought when the government needs an asset or property, it has the coercion power over the owners into an agreement by offering whenever price. So 2 questions;

(1) How can the water front owners reject the offer when the properties or assets ultimately belong to the government?

(2) And why is the government having such a hard times acquire these assets?

Hope you can clear the air now with constructive explanation !

Thanks !
