Dear all sifus & expert

Need to know how exactly refinance / remortgage work and what is the different?

Browsed through a lot of refinance related articles but still confusing...

Given my senario as below,

Bought a freehold Double storey property for RM 310k (below market price) in year 2013, started to pay installment since April 2013 till now, if I want to refinance / remortgage to get extra cash on hand, is it possible if the property price increased to RM 400k (market price)?

-What are the expenses related for refinance / remortgage if either same bank / different bank?
-Lock-in period of 3 years / 2% will be applied if refinance / remortgage with current same bank?
-Will loan tenure be affected since previous loan is 40 years, BNM new policy with effective 1st July 2013 is 35 years?
