Did Streamyx change my port?

It happened 2 days ago when my torrent download speed became really slow. So I check my modem and saw my IP address changed to 110.159.xxx.xxx. My previous IP always start with 175.138.xxx.xxx.

So what's deal here? Should I call TM and ask them to change the port back?

razr didn't send me the Tracking Code/Phone

Details of the complaint :
This guy offered me his c903 for RM 470 after he saw my post on this thread http://forum.lowyat.net/index.php?showtopic=1277533&hl=. But I didn't take it cause some1 offered me cheaper price.

One of my friend also want this phone. So, I ask Denish aka razr if the phone is still available. He said the phone is still available and willing to let it go for RM 450 including postage to Kota Kinabalu, Sabah. I give him my address and bank in the money to his BSN account. I told him to send me tracking code after the item posted.

On Saturday, I send him a PM asking for the tracking code. He said he already posted the phone and will send the tracking code later.

Until now I haven't received the tracking code and the phone. I tried to call him several time, but he didn't answer his phone. He also didn't reply my PM I send to him. His last login was 30th March 2010 @ 1:50 AM

Is there any setting/option in router that affect download/surfing speed? Because my download speed is slow compared to my other friends that using the same internet speed (1 mbps). My average download speed is only 100 kbps. While their average is >150 kpbs. This is my router info:
