help in choosing Engineering Degree

Hi, I am now having my diploma in Electrical and Electronics, will be graduating in May. I am now in a dilemma whether to further my degree in E and E to UK degree where it require only 1 year(proceed to 3rd final year of degree course) to complete my Degree in University of Herfordshire.

Or...

Study degree locally which require 2 year(proceed to 2nd year of degree course).

I am having this dilemma because i am not sure whether University of Herfordshire is a good university or not and 1 year degree dont seems convincing because it sound impossible to learn all the required things in degree in just 1 year. I only limit my choices to university that offer 1 year degree to diploma students in UK because i am on quite a tight budget where my family can only support 1 year degree in UK.

So.. Hope i could get some advice from here...
