A true Malaysian son

(Kuala Lumpur, Wednesday): Puan Pendik was heart-broken when she learned that her 15-year-old granddaughter was locked up by the Malaysian police, and there is no one there to help her.

Not a single UMNO or MCA leaders she met was willing to lend a helping hand simply because of rumors of involvement at the highest levels.

But Puan Pendik was not giving up. She knew there was someone in the DAP who could help her save her loved one.

She went to see Lim Guan Eng, who was then the MP for Kota Melaka and DAPSY National Chief.

As a responsible Member of Parliament, Guan Eng stood up without any hesitation, to defend the rights of the Malay girl. He immediately brought Puan Pendik to meet up with her grand daughter at the police lock up in Bukit Aman. And he decided to go all out to save the girl from the police custody.

He has also decided to highlight the injustice of the police detaining the girls whilst allowing her rapists to go scot-free. Eventually none of the rapists who pleaded guilty of statutory rape went to prison.

A series of public forums titled "Kisah Benar" were organized by DAPSY and DAP in Melaka, Petaling Jaya and other major towns.

The whole nation was stunned by the scandal. There were resignations and convictions of the rapists but the girl remained detained.

And the man who stood up to defend human rights had paid an even greater price. The whole episode had unfortunately turned out be a case of "Pembela dipenjarakan. Penjenayah dibebaskan".

Guan Eng became a victim of selective persecution. He was charged under the Seditions Act and Printing and Publications Act exposing himself to imprisonment, disqualification as a MP, and loss of all his civil and political rights.

The party has launched a nationwide "Sympathy, Support and Solidarity with Lim Guan Eng" campaign. We want justice for Guan Eng. We want Justice for All.

Many Malaysians responded positively to the campaign.

The case has attracted the attention of the foreign press and the international community. But the powers that be wanted to punish Guan Eng.

He was eventually sentenced to jail for 18 months on 25 August 1998.

After losing his freedom for a long full year, Guan Eng was greeted by thousands of Malaysians made up of all races when he stepped out of the Kajang Prison on 25 August 1999.

They were there to express their greatest support to Guan Eng. Many have regarded Guan Eng as Anak Malaysia, a true Malaysian son.

Some even viewed him as Wira Negara, a national hero.

But in real cruelty, Guan Eng was stripped off his political and civil rights for 5 years.

He has lost all his gratuity and pensions as a member of parliament.

He was barred from standing for public office in general elections.

He was also barred from holding any position in a political party or any organization.

He has lost practically everything, except love and encouragement from his family.
And the respect and support from millions of fellow Malaysians.

And these were the very strength that drives Guan Eng to continue serving the people without an official position over the last few years.

August 25, 2004 marks the historic return of Guan Eng to active politics. He has now regained his full political and civil rights as a Malaysian.

The trials and tribulations have only made Guan Eng stronger as a person. He is now ready to contribute even more to the people and the nation.

Together with other DAP leaders who were fighting arm in arm with him through thick and thin over the years, Malaysians can certainly count on the DAP to stand up for their rights, and for greater justice, freedom and democracy for the country.

Welcome back, Guan Eng.

French speed cameras pull in record cash haul

The number of fixed speed cameras on French roads has increased apace since they were introduced in 2003. But despite almost halving the number of motoring fatalities, not everyone is happy.

France expects to fill its coffers by a record-breaking 700 million euros in revenue from speed camera fines in 2012 - a rise that has seen a corresponding fall in road deaths since fixed “radars” were introduced in 2003.

According to the French National Agency for Automatic Offences (ANTAI), fines paid as a result of speed traps have almost doubled since 2007 (362 million euros).

Meanwhile, the National Road Safety Agency (ONISR) reported a dramatic fall in the number of deaths on French roads, from 7,655 in 2002 to 3,963 in 2011.

This drop in fatalities was and remains the primary purpose of installing the cameras, although the income generated will be welcomed by the French authorities (it costs around 200 million euros to maintain and improve the speed camera network).

This year’s record haul is a surprise, however, as improved driving on French roads saw the number of speeding offences plateau by 2010.

'Standards have slipped'

French business daily Les Echos on Friday quoted one unnamed expert as saying that “motorists’ standards had slipped somewhat” in the last 18 months and that there had been “an increase in the average speed illustrated by a 20 per cent rise in fines in the first half of 2012.”

“It could also have been affected by the presidential election,” the expert said, hinting that motorists may have hoped for an amnesty from the incoming president [Francois Hollande ousted Nicolas Sarkozy in May 2012.]

But the boost in revenues may also be the result of a significant rise in the number of cameras in recent years.

In 2008, France had 1,400 fixed cameras. There will be more than 2,200 by the end of 2012.

In addition, the country has 933 mobile radars (around the same number for the last decade) and 659 traffic light cameras, in place since 2009.

Also new are the reciprocal arrangements France has put in place with its neighbours Belgium, Luxembourg and Switzerland, whose motorists must now pay fines if caught speeding in France.

The same arrangement does not exist for Germans, who enjoy unlimited speed limits on their own autobahns and are by far the worst foreign speeding offenders on France’s motorways.

The same goes for Britain, a country that has around 6,000 speed cameras and also one of Europe's best road safety records, with less than 2,000 fatalities per year.

Populist National Front

Despite almost halving road deaths in the last decade, not everyone in France is happy about the growing number of cameras.

Leading the charge is France’s far-right National Front (FN) party, which campaigned for the 2012 presidential and legislative elections on an anti-immigration and anti-Europe ticket.

The FN’s stance on speed cameras is particularly populist. Party General Secretary Steeve Briois on Friday condemned the rise of the “nanny state” and said fixed cameras “stigmatise ordinary drivers more than real criminals.”

“This is an oppressive policy, started by [then-Interior Minister] Nicolas Sarkozy, that hides behind the pretence of being moral, yet exists simply to fill the state’s coffers,” Briois said.
