[WTA] Upgrade computer requirement

Hi all expert,

I will need to upgrade 4 of the existing computer for kindergarten e-learning usage.

Below are the information for the existing computer

Requirement Hardware Spec:

1. Minimum Intel i3 (i5 and above highly recommended)
2. Motherboard with build-in sound card
3. Minimum 512 MB graphic card (with VGA/HDMI output), support native range from 1024X768 to 1600X900 for optimum compatibility.
4. 4 GB DDR RAM (8 GB DDR RAM recommended)
5. Min 500 GB Hard Disk
6. Network Card (on board or Add-on)
7. DVD Rom

Software:
Windows 7 Pro/ Window 8 Pro - 64 bits

Question:

1. Is it worth to upgrade based on the existing computer to meet the requirement hardware spec or buy a new computer?
2. If upgrade, roughly how much would it cost? If buy new 1, how much would it cost?
3. If I only want to buy CPU, minimum how much would it cost for basic spec that can fulfill the hardware/software requirement?
4. Can I reuse back existing casing but change the internal hardware, will it be cheaper and how much differences from upgrade or buy new 1.

WTA :subsale processing time

Plan to buy a subsale new condo(under master title). A lawyer told me that buying subsale house at end of the year might take longer processing time. Reason being there many holiday e.g Xmas new year CNY etc, and people tend to clear leave or take leave during this period. Advise me to nego with seller see whether can extend the processing period from 3+1 to 4+1 to avoid paying penalty 8%. Anyone experience this before?buying hse at end of the year and how long the processing take to complete?
