Need help with downloading xbox live arcade games

Before anyone even tries to flame me yes i have tried using the search function and have failed to find a solution with it .. anyways ive been trying to download a few games off the games marketplace but some of them seem to give me a message that says "this download is not available in your location" does this mean my 360 is not compatible with the game or do i need to create a US account just to access it ?

Hi got this graphics card with my pc which is currently using Windows Vista 64 bit .. anyways ive been having problems with it which results in laggy performance when playing games such as call of duty 4 or team fortress 2 .The thing is this happens when i start up windows and i get this error message from my catalys control panel which says that this driver is not supported by the catalys control center .. which results in a disturbing amount of reduction in performance .. Ive tried reinstalling , updating the driver as well as the driver control panel software as well but nothing seems to work .. is this due to hardware problems or is due to windows vista's unreliability ? or something else ? any1 has any suggestions please let me know thanks ... any help would be appreciated greatly ..

I had my 1st 3rrod and it took me 2 months to fix .. and im hoping it wont break again but is there a permanent solution to this problem ? or are there any measures or precautions i could take to prevent it ?.. any advice would be helpful thanks =) .
