Maybank GIRO transfer partially complete

i have made a money transfer RM6000 via Maybank by GIRO to OCBC bank

according to OCBC bank they only received rm2750.

i have called Maybank cust care last Wed. they opened a case
today i tried to call cust care but unable to reach Maybank cust care.

anyone kena case like this before?

I've heard of this Penang state loan from a friend but I could not find any relevant infomation about this loan. Neither can I get the organization phone number or weblink.
So I wonder does anyone knows how to reach this loan ?
