Thieves stealing water from fire hydrant

For the past few days, there are 2 thieves in a lorry with 2 large containers stealing water from the fire hydrant opposite my house. Coming in late at night, repeatedly for 3 times . So daring...
This is illegal right? Who do I call to stop & prevent this?
Police? Bomba?

Dilemma- small mnc vs big mnc

Huge headache.
If you have 2 different offers :
1) small mnc in investment mode with a slightly higher salary & higher job title
2) established mnc (top 5 in market) with lower salary & lower job title
Benefits wise, almost the same except small mnc give lower epf contribution
Which would you choose? I am keen to learn more & grow in the company.
