1200VA UPS

I got a 1200VA UPS last few day.
I charge the UPS over than 8 before plug in any equipment.

My PC PSU is 650watts, once the current is lost, the UPS direct cutoff the power (me guess is overload, because it work if i plug the lcd instead of my pc),
by the calculation 1200VA should be enough for 650watts (1200 * 0.6 or check the apc.com)
and normally UPS are able to handle 120% overload before it cutoff the power.

I have plug only 1 equipment to the UPS

Anyone know what happen why my UPS cannot work?
